About CERTIBUILD Malaysia!
CERTIBUILD Malaysia is an Accredited Certification Body which provides system and product certification services to the construction sector for regulatory and voluntary purposes in accordance with international and local standards.
CERTIBUILD Malaysia has been recognised by the Construction Industry Development Board (CIDB) and CIDB IBS Sdn Bhd to provide product certification services to construction industry players (manufacturers/suppliers/owners/importers), especially in compliance with Fourth Schedule CIDB Act 520 (Amendment 2021) and CIDB IMPACT CIS 24. CERTIBUILD Malaysia has also been recognised by the Suruhanjaya Perkhidmatan Air Negara (SPAN) as one of the certification bodies that can provide certification to products under SPAN regulation. In addition, CERTIBUILD Malaysia is one of the MyHijau Mark Verification Partners for the Malaysian Green Technology & Climate Change Corporation (MGTC).
CERTIBUILD Malaysia has a number of experienced, professional, and competent auditors. CERTIBUILD Malaysia has provided certification services to more than 50 companies nationwide in the construction industry. In addition, CERTIBUILD Malaysia collaborates with more than 18 testing bodies locally and internationally to conduct testing for product certification.
In enhancing trust and confidence in the certification services provided to third parties, CERTIBUILD Malaysia has obtained accreditation from the Department of Standards Malaysia on 4th October 2022 under the ISO/IEC 17065:2012 Certification Body Accreditation Scheme.
Product inspection activities to be carried out by Certibuild (M) Sdn Bhd are based on ISO/IEC 17020:2012. In addition, Certibuild (M) Sdn Bhd will apply for accreditation with the Department of Standards Malaysia under the Malaysia Inspection Bodies Accreditation Scheme (MIBAS) as an Accredited Inspection Body. This accreditation ensures the integrity of the CERTIBUILD certification and inspection process and its continuing compliance with the International and National Accreditation criteria requirements.
QUALITY POLICY
- To provide products and management systems certification and inspection services through consistent operation, trained, experienced, competent auditors and staff.
- To develop and implement, including improvement of the management system in accordance with the requirements of ISO/IEC 17065, ISO/IEC 17021-1, ISO/IEC 17021-3, and ISO/IEC 17020.
- Ensure the policies and objectives are acknowledged and implemented at all levels of CERTIBUILD.
- To ensure all personnel fulfil the process and procedure of the CERTIBUILD Quality Management System.
- To maintain and increase our accreditation and recognition by internationally recognised standards.
- To apply the principles of impartiality, including management of conflict of interest, openness, and confidentiality in its certification activities.
- Ensure that all appeals, complaints, suspensions, withdrawals, or reductions of the scope of certification are dealt with in a constructive, impartial, and timely manner.
- To conduct management review at least once a year to ensure its continuing suitability, adequacy and effectiveness related to the fulfilment of ISO/IEC 17065, ISO/IEC 17021-1, ISO/IEC 17021-3, and ISO/IEC 17020 requirements.
IMPARTIALITY POLICY
Certibuild (M) Sdn Bhd top management is committed to impartiality in its certification and inspection activities and provides an opportunity for effective involvement by interested parties in safeguarding impartiality through the Certification Impartiality Committee (CIC).
- CERTIBUILD shall be responsible for impartiality, managing conflict of interest and ensuring the objectivity of its certification and inspection activities.
- CERTIBUILD personnel and committees shall act impartially and not allow commercial, financial, or other pressures to compromise impartiality.
- CERTIBUILD shall not be the designer, manufacturer, installer, distributor, or maintainer of the certified or inspected product.
- CERTIBUILD shall not offer or provide consultancy services to its clients.
- CERTIBUILD shall not offer or provide management system consultancy, internal auditing, or inspection-related consultancy to its clients.
- CERTIBUILD’s activities shall not be marketed or offered as linked with the activities of an organisation that provides consultancy. CERTIBUILD shall not state or imply that certification or inspection would be simpler, easier, faster, or less expensive if a specified consultancy organisation were used.
- CERTIBUILD shall not outsource certification decisions.
- CERTIBUILD auditors and inspectors shall not participate in an audit, inspection, or other certification/inspection activities if they have been involved in consultancy towards the client.
- CERTIBUILD shall take appropriate action to respond to any threats to its impartiality arising from the actions of other persons, bodies, or clients.
All personnel and committees of CERTIBUILD are committed to full compliance with this declaration. All personnel and committees of CERTIBUILD, its Board of Directors, top management, personnel, committees, auditors, inspectors, and technical experts are required to complete and sign the Declaration of Confidentiality and Impartiality.
NON-DISCRIMINATORY POLICY
Certibuild (M) Sdn Bhd is committed to providing certification of systems and products to all sectors of the economy for both regulatory and voluntary purposes and providing assessment and inspection on quality, safety, environmental and sustainability to the construction sector.
The Quality Management System policies and procedures under Certibuild (M) Sdn Bhd operates are non-discriminatory. Accordingly, CERTIBUILD policies and procedures are not used to impede or inhibit access by applicants, other than as provided for in ISO/IEC 17065 Conformity Assessment — Requirements For Bodies Certifying Products, Processes and Services.
Access to the Product Certification process is not conditional upon the size of the client or membership of any association or group, nor shall certification be conditional upon the number of certifications already issued. There are no undue financial or other conditions.
CERTIBUILD shall make its services accessible to all applicants whose activities fall within Certibuild (M) Sdn Bhd’s scope of its operations and shall confine its activities to compliance assessment, review, decision and ongoing surveillance specifically related to the scope of certification.
However, Certibuild (M) Sdn Bhd can decline to accept an application or maintain a contract for certification from a client when fundamental or demonstrated reasons exist, such as the client participating in illegal activities, having a history of repeated non-compliance with certification/product requirements, or similar client-related issues.
